Metal pulleys need to be lined with rubber for the protection against the wear of  a conveyor belt. As you can see, the metal parts are first abrasive blasted, followed by the application of a 3-part adhesive. Finally, uncured rubber is "stitched" onto the pulley, making it ready for vulcanization.
